Complete quotes must be received by ICAO no later than the date and time, specified above. If any doubt exists as to the time zone in which the quotes should be submitted, refer to the Time and date website. It shall be the sole responsibility of the suppliers to ensure that their quotes is received by the closing date and time.

Suppliers acknowledge and accept, with respect to electronically transmitted quotes, that the uploading of large electronic files may take time and as such they must allow for sufficient time to fully transmit all files prior to the bid closing time. ICAO is not responsible for errors or failures in the suppliers’ own systems, and no extension of the submission deadline or time will be granted.

ICAO may, at its discretion, extend this deadline for the submission of quotes by amending the solicitation documents. In this case, all rights and obligations of ICAO and suppliers subject to the previous deadline will thereafter be subject to the new deadline as extended.

·    File names must be maximum 60 characters long and must not contain any letter or special character other than from Latin alphabet/keyboard.

·    All files must be free of viruses and not corrupted.

·    Mandatory subject of email: 

·    Multiple emails must be clearly identified by indicating in the subject line “email no. X of Y”, and the final “email no. Y of Y.

It is recommended that the entire Quotation be consolidated into as few attachments a s possible.

 Cost of preparation of quotation

ICAO is not responsible for any costs associated with a Supplier’s preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process.

Supplier Code of Conduct

All prospective suppliers must read the United Nations Supplier Code of Conduct and acknowledge that it provides the minimum standards expected of suppliers to ICAO. The Code of Conduct includes principles on labour, human rights, environment and ethical conduct. Adherence to the United Nations Supplier Code of Conduct is a requirement to participate in any solicitation exercise of ICAO.

The bidder must acknowledge that ICAO strictly enforces a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, unethical or unprofessional practices.

In pursuance of this policy, ICAO:

(a)     Shall reject a proposal if it determines that the selected bidder has engaged in any corrupt or fraudulent practices in competing for the contract in question;

Further to the ICAO’s vendor sanctions policy, shall declare a vendor ineligible, either indefinitely or for a stated period, to be awarded a contract if at any time it determines that the vendor has engaged in any corrupt or fraudulent practices in competing for, or in executing an ICAO contract.

General Terms and Conditions of Contract

Any Purchase Order or contract that will be issued as a result of this RFQ shall be subject to the following General Terms and Conditions of Contract: Choose an item. The General Terms and Conditions of Contract are available on the ICAO website.

Eligibility:

Bidders shall have the legal capacity to enter into a binding contract with ICAO.

All suppliers found to have a conflict of interest shall be disqualified. Suppliers may be considered to have a conflict of interest if they are or have been associated in the past, with a firm or any of its affiliates that have been engaged by ICAO to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods and/or services required in the present procurement process.

A Bidder shall not be eligible to submit a proposal if at the time of proposal submission:

·    is included in the Ineligibility List, hosted by UNGM, that aggregates information disclosed by Agencies, Funds or Programs of the UN System;

·    is included in the Consolidated United Nations Security Council Sanctions List, including the UN Security Council Resolution 1267/1989 list;

is included in the World Bank Corporate Procurement Listing of Non-Responsible Vendors and World Bank Listing of Ineligible Firms and Individuals.

Currency of Quotation

Quotations shall be quoted in USD or CAD.

Duties and taxes

Price shall be exclusive of any direct taxes and any other taxes and duties on all goods and services imported to ICAO.

Price shall be indicated net of VAT and other applicable indirect taxes.
